POSITION SUMMARY

The Economic Development Manager supports One Dearborn’s daily work to advance the Big 8 Economic Drivers identified in One Dearborn’s 2024 Strategic Investment Plan: Housing, Parks & Trails, Downtown Redevelopment, Tourism & Culture, Economic Fundamentals, People & Services, US 50 & Transportation, and Infrastructure.

This position plays a key role in responding to site selector RFIs, maintaining and expanding the county’s Zoom Prospector site inventory, conducting business retention and expansion (BRE) visits, managing recurring local employer and investor communications, supporting redevelopment commission activity, coordinating economic development projects, and assisting with major initiatives such as Stellar Pathways, READI, Opportunity Zone designation, workforce development, and regional wage survey creation.

The role also includes regular interactions with local units of government, redevelopment commissions, employers, utilities, developers, regional partners, state agencies, and community stakeholders to advance business growth, investment, site readiness, and quality-of-place initiatives throughout Dearborn County.

The Economic Development Manager reports directly to the Executive Director.

PRIMARY RESPONSIBILITIES

Business Attraction, RFIs, and Site Selection Support

  • Prepare and coordinate responses to Requests for Information (RFIs) from the Indiana Economic Development Corporation, REDI Cincinnati, site selectors, consultants, brokers, developers, and other economic development partners.
  • Create and update site-specific brochures, cover letters, maps, workforce information, tax information, utility information, and supporting materials for project submissions.
  • Coordinate with utilities, property owners, brokers, local governments, and regional partners to gather accurate project information.
  • Log project activity, project submissions, project wins, and related touchpoints in One Dearborn’s CRM and reporting systems.
  • Participate in site selection trips and business attraction activities as needed, in coordination with the Executive Director.
  • Report project activity, BRE metrics, project wins, and other relevant updates to REDI Cincinnati and partner organizations.

Business Retention and Expansion

  • Help plan, schedule, and conduct Business Retention and Expansion visits with Dearborn County employers to help meet internal BRE metrics.
  • Prepare meeting agendas, employer research, partner invitations, and follow-up materials for BRE visits.
  • Identify employer needs related to workforce, expansion, utilities, permitting, financing, incentives, training, and community resources.
  • Coordinate follow-up with local, regional, and state partners to help address employer needs.
  • Maintain accurate records of BRE meetings, employer touchpoints, follow-up items, and outcomes in One Dearborn’s CRM and reporting systems.
  • Support employer BRE outreach campaigns, including targeted industry outreach, door-knocking efforts, and partner-led BRE initiatives.

Site Inventory and Property Marketing

  • Assist the Executive Director in maintaining and expanding Dearborn County’s Zoom Prospector economic development site and building inventory.
  • Create new site listings, update existing listings, gather property information, request owner or broker approvals, and coordinate site photography or drone footage when needed.
  • Track available industrial, commercial, office, redevelopment, mixed-use, and residential development sites.
  • Coordinate with local governments, redevelopment commissions, brokers, utilities, property owners, and developers to improve the accuracy and marketability of listed sites.
  • Support marketing efforts for strategic properties, including email blasts, social media posts, blog posts, offering sheets, and site selector materials.
  • Assist with site readiness initiatives, property owner outreach, utility mapping, and infrastructure data collection.

Redevelopment, Community Development, and Special Project Support

  • Attend and assist with Aurora Redevelopment Commission, Dillsboro Redevelopment Commission, Dearborn County Redevelopment Commission, Dearborn Community Development Corporation, and other partner organization meetings.
  • In time, the Economic Development Manager may become primary lead with one or more local governments for redevelopment-related coordination.
  • Drafting meeting minutes for board meetings.
  • Assist with redevelopment-related project tracking, property marketing, public meeting preparation, project documentation, and partner coordination.
  • Support local and regional initiatives related to Stellar Pathways, READI, Opportunity Zone designation, TIF districts, site readiness, broadband, housing, downtown redevelopment, infrastructure, and placemaking projects.
  • Assist with grant-related project coordination and support materials.
  • Coordinate special projects such as videos, community engagement materials, Dearborn Community Development Corporation projects, local project announcements, groundbreakings, ribbon cuttings, and redevelopment commission requests.

Communications, Marketing, and Investor Relations

  • Prepare and distribute the weekly Investor Insider newsletter in coordination with the Executive Director.
  • Prepare and distribute the You 1st employer monthly newsletter in coordination with the Executive Director.
  • Draft and publish social media posts, blog posts, press releases, email blasts, and project updates in coordination with the Executive Director.
  • Coordinate content for economic development announcements, project wins, Stellar Pathways updates, READI updates, wage survey releases, community engagement opportunities, and employer resources.
  • Assist with creation of the One Dearborn Annual Report and other annual or periodic reporting materials.
  • Send annual One Dearborn investor invoices and assist with investor communication and follow-up.
  • Support communication with One Dearborn investors, board members, local officials, business leaders, and regional partners.
  • Help maintain consistent and professional One Dearborn messaging across newsletters, website content, social media, reports, and presentations.

Workforce, Data, Research, and Reporting

  • Manage the bi-yearly Southeast Indiana Regional Wage & Benefits Survey, including employer outreach, partner coordination, data collection, report development, and public release.
  • Manage Purdue Dauch Center intern projects and other student-led research or technical assistance projects.
  • Collect, organize, and update workforce, wage, demographic, industry, utility, real estate, project, and community data used in RFIs and marketing materials.
  • Prepare or update board slides, project reports, dashboards, annual metrics, and partner reports.
  • Track BRE visits, redevelopment meetings, government meetings, project activity, investor engagement, and other organizational metrics.
  • Support research related to target industries, business attraction, site readiness, incentives, workforce development, housing, quality of life, and regional economic trends.

Regional Partnerships and External Representation

  • Attend and participate in REDI Cincinnati meetings, events, and partner activities.
  • Attend and participate in SEI READI regional meetings and related regional initiatives.
  • Attend and participate in I-74 Business Corridor regional meetings and related regional initiatives.
  • Attend and participate in Bright Area Business Association meetings.
  • Represent One Dearborn at local, regional, and state meetings, conferences, trainings, site visits, and partner events.
  • Maintain relationships with local governments, redevelopment commissions, chambers, utilities, employers, developers, brokers, site selectors, state agencies, regional partners, and educational institutions.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in economic development, public administration, business, finance, planning, communications, political science, or a related field. -OR – one or more years of paid or volunteer experience in economic development, community development, local government, planning, business, real estate, communications, project management, or a related field.

  • Ability to write clearly, persuasively, and with good grammar.
  • Ability to manage multiple projects, deadlines, meetings, and follow-up items at once.
  • Ability to work professionally with various stakeholders.
  • Proficiency with modern office technologies including Microsoft Office, CRM, spreadsheets, presentations, artificial intelligence, websites, and basic data management.
  • Possess a valid drivers license, reliable transportation, and the ability travel long distances from time to time.
  • Ability to properly handle confidential information and comfortable with being party to non-disclosure agreements, confidentiality agreements, etc.
PREFERRED QUALIFICATIONS
  • Experience with economic development RFIs, site selection, business retention, redevelopment, TIF districts, incentives, workforce development, or community development projects.
  • Experience using Zoom Prospector, Mailchimp, Canva, GIS tools, CRM systems, or similar platforms.
  • Familiarity with Indiana economic development programs, IEDC, OCRA, READI, Stellar Pathways, local redevelopment commissions, and regional economic development partnerships.
  • Experience preparing newsletters, reports, board materials, social media content, press releases, public meeting materials, or marketing collateral.
  • Experience working with employers, utilities, brokers, developers, local governments, nonprofit boards, or regional organizations.
  • Completion of economic development training through Ball State, OU EDI, IEDC, MAEDC, IEDA, or similar professional development programs.
  • Interest in pursuing additional economic development certification or professional development.
REQUIRED SKILLS AND COMPETENCIES
  • Strong project management and follow-through.
  • Ability to translate complex economic development information into clear, useful materials.
  • Comfort attending public meetings and representing the organization professionally.
  • Strong attention to detail, especially for RFIs, meeting minutes, reports, newsletters, and public-facing materials.
  • Sound judgment when handling confidential business, project, redevelopment, and investor information.
  • Professional writing, editing, and public communication skills.
  • Strong relationship-building skills with public and private sector partners.
  • Ability to gather, verify, and organize technical information, including utilities, site data, workforce information, and project requirements.
  • Ability to take initiative, manage ambiguity, and move projects forward with limited supervision.
SUPERVISORY RESPONSIBILITIES

The Economic Development Manager may be tasked with coordinating interns, student project teams, vendors, contractors, and partner-led work efforts as assigned. Supervisory responsibilities may change if One Dearborn adds intern or staff capacity in the future.

WORK ENVIRONMENT, SCHEDULE, AND TRAVEL
  • 40 to 50 hours per week.
  • Hybrid; estimated 60% office, 20% in the community, and 20% remote.
  • This position is generally office-based but requires frequent local meetings, site visits, employer visits, public meetings, and partner events throughout Dearborn County and the surrounding region.
  • Some meetings and events occur outside regular 9:00 a.m. to 5:00 p.m. business hours, including government meetings, board meetings, community engagement sessions, business association meetings, and regional events.
  • Occasional long-distance travel is required for partner meetings, site selection activities, trade shows, conferences, trainings, and economic development events.
